Jhpiego is a recognized technical leader in reproductive, maternal, and newborn health and workforce capacity-building development at a global level and in Nigeria, where Jhpiego has led multiple reproductive maternal and newborn health programs for over two decades working closely with the Government of Nigeria, professional associations and other partners.

We are recruiting to fill the position of:

1) Job Title: Finance Officer

Location: Abuja

Job Overview

  • The Finance Officer is responsible for providing financial support to the Jhpiego Nigeria Office and STAR project to ensure the smooth running of the office in Nigeria.
  • This includes handling day to day financial operations of the Nigerian office, with particular emphasis on handling accounts payable, payments, and compliance to Jhpiego and donor financial policies. Implements and maintains an on-site financial accounting and bookkeeping system required to assure the integrity and effective performance of Jhpiego’s financial operations.

Responsibilities

  • Post financial transactions into the accounting system on a daily basis.
  • Examines financial documents such as invoices, vouchers, expense reports, and other documents such as purchase orders to ensure the completeness, accuracy, reasonability, and validity of financial data.
  • Monitors and reconciles supplier statements on a regular basis and ensures the timely settlement of bills.
  • Ensure that all taxes are deducted and remitted to appropriate authorities within the specified period
  • Monitors and reconciles travel expenses and project expenses to individual advances on a regular basis.
  • Codes, tracks, and processes vendor invoices, consultant invoices, and travel advances for payments on a timely basis.
  • Participate in the preparation of monthly financial reports, accruals and projections, and any other financial reports.
  • Maintains, monitors, and disburses funds from the project bank account(s) accordance with Jhpiego’s financial policies and procedures as outlined in the Jhpiego Finance and Accounting policies manual for country offices, QuickBooks Manual, Banking Policy, Procurement Policy, and any other policies.
  • Ensures that accounting documents are filed on a timely basis, proper accounting records are maintained, and compatible with standard accounting practice, JHU/Jhpiego, and donor guidelines.
  • Assume other duties as assigned.

Required Qualifications

  • Degree in Accounting is required
  • Knowledge of USAID regulations would be an added advantage.
  • Previous experience with a nonprofit organization will be an added advantage.
  • MBA or professional qualification in accounting is added advantage
  • Minimum of three (3) years of relevant experience in finance or accounting.

Knowledge, Skills, and Abilities:

  • Computers skills including use of accounting packages

2) Job Title: Program Officer

Job Overview

  • Jhpiego is seeking a Program Officer to provide high-quality administration and management for the newly awarded STAR program in Nigeria.
  • The STAR program is an 18-month, UNITAID-funded global HIV program that supports countries to distribute HIV self-tests effectively, ethically, and efficiently through the provision of strategic technical assistance.
  • In Nigeria, STAR will support the Government of Nigeria to develop and adopt policy guidelines for the adoption of HIV self-testing and support for the integration of HIV self-testing within the existing health care systems.
  • The Program Officer will assist in the implementation, management, monitoring, and evaluation of the STAR project being implemented at the national level. This includes assisting with the development of work plans, liaising with Ministry staff, other partners, and donors regarding implementation, monitoring, and evaluation of programs.

Responsibilities

  • Lead program coordination and monitor implementation at the national level
  • Development, implementation, and monitoring of work plan and budgets
  • Work closely with technical and program staff to ensure quality implementation of programs and monitor state-level spending
  • Assist in the development of new program approaches that are linked to related services
  • Work with STAR consultants to implement training, services, and programs
  • Maintain partnerships on behalf of STAR with FMOH, NACA, NASCP, donors, and other partners.
  • Coordinate technical assistance for program implementation
  • Assist the technical staff in the design implementation, monitoring, and assessment of activities.
  • Write reports, annual work plans, project monitoring tracking matrices, target implementation plan, and relevant reports as required.
  • Other duties as necessary or as assigned.
Required Qualifications
  • Advanced degree or equivalent experience in public health, sociology, or related health, medical, or social science discipline.
  • Demonstrated experience working with UNITAID programs and strong familiarity with UNITAID reporting requirements.
  • 5+ years’ experience in management, operational, and technical expertise with a preference in HIV program implementation.

Required Abilities / Skills:

  • Experience in HIV care and treatment and prevention programs**
  • Familiarity with Nigeria’s health systems and reporting structure and demonstrated ability to collaborate with government-level officials to strengthen program implementation
  • Excellent writing and communications skills, including demonstrated technical writing skills for publication
  • Ability to work effectively with diverse international teams and willingness to learn and empower others
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform

3) Job Title: Strategic Information Advisor

  • The STAR program is a newly-awarded 18-month, UNITAID-funded global HIV program that supports countries to distribute HIV self-tests effectively, ethically, and efficiently through the provision of strategic technical assistance.
  • In Nigeria, STAR will support the Government of Nigeria to develop and adopt policy guidelines for the adoption of HIV self-testing and support for the integration of HIV self-testing within the existing health care systems.
  • The Strategic Information (SI) Advisor for STAR will provide technical leadership and guidance in planning and implementing appropriate SI/M&E systems, activities, and technical assistance for STAR/Nigeria.

Responsibilities
Leadership:

  • Provide leadership and direction on SI/M&E activities to ensure technical and financial integrity to achieve STAR goals, objectives, and targets
  • Oversee the development of data analytics to monitor cascades of care, programmatic pivoting, and key and priority populations. Analyze progress to target continuously to ensure activities are on track
  • Support in the development of SI/M&E frameworks for different distribution models based on tools developed under STAR
  • Strengthen the use of data at the state, facility, and community level for program monitoring and improvement
  • Support the provision of training, supervision, and mentorship to strengthen for M&E/SI and data quality improvement
  • Support the process of validation and triangulation of data between multiple data sources
  • Lead development of project monitoring framework, indicators and tools related to data management, collection, aggregation, and data quality assessment and QA/QI to guide state-level activities
  • Lead the process of establishing an instance of DHIS2 that will warehouse STAR community and facility-level data
  • Oversee real-time data use including monthly and quarterly data review meetings; implement remediation efforts that address identified gaps and challenges for project overall and at the state level

Management:

  • Oversee timely, accurate, and appropriate reporting of project activities and results to UNITAID, including narrative progress reports and monthly, quarterly, semi-annual, and annual quantitative results.
  • Support and guide capacity building through training, mentorship, and supervision on M&E/SI activities
  • Promote and support knowledge management and sharing efforts
  • Troubleshoot issues that arise and provide immediate solutions

Qualifications
Education:

  • Master’s degree in epidemiology, demography, public health, or related health, medical, or social science discipline; doctoral-level degree preferred.

Required Qualifications:

  • 7 years of experience in monitoring and evaluation of large-scale international HIV projects with proven capacity in working with a diverse team of technical and support staff
  • Demonstrated experience working with UNITAID programs and strong familiarity with UNITAID reporting requirements preferred.
  • Experience in HIV care and treatment and prevention programs
  • Strong technical skills, including the ability to process and analyze data using one or more statistical software packages, including at least two of the following: SPSS, Epi-Info, Stata
  • Excellent writing and communications skills, including demonstrated technical writing skills for publication
  • Ability to work effectively with diverse international teams
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Ability to travel frequently to project implementation states
  • Familiarity with Nigeria’s health management information system and other national M&E systems
  • Demonstrated experience in facilitating the dissemination and use of data for decision-making.
  • Demonstrated experience in data quality assurance and implementation plans to improve data quality
  • Excellent skills in facilitation, team building, and coordination
  • Strong data management and analysis skills and advanced knowledge of PowerBI, DHIS2, and electronic medical records
