Job Title: SENIOR PROJECT ENGINEER (BUOY SYSTEMS)

Location:  Lagos [BONGA SOUTHWEST /APARO (BSWA)]

Job Description

  • Provide support for addressing all SPM & Oil Offloading System-related queries and clarification questions from the EPC-5 Tenderers.
  • Participate in the development of the contract evaluation criteria (including cost and schedule estimates) during the evaluation process.
  • Support the selection of bidders, tendering, evaluation and award.
  • Supervision of the Detailed Design and Post Installation and Commissioning Support for the BSWA SPM & Oil Offloading system, and support of field installation of all associated infrastructure in accordance with Shell policies and standards, ready for the introduction of hydrocarbons by First Oil, within budget and no LTI recorded.
  • Implement project management systems including cost, schedule/progress, quality and HSSE monitoring and reporting.
  • Support the BSWA SPM and Oil Offloading System Lead in managing the commercial scope and with engagement and relationship management of external stakeholders particularly NNPC/NAPIMS, DPR, NCDMB, OML 118 CoVs and Unit Partners.
  • Implement the Contract Execution Plan and elements of the Basis of Design relating to the BSWA SPM & Oil Offloading scope.

  • Ensure that system-wide integration and integrity are managed. Manage interfaces with other EPC contracts, and the BSWA Process Team including implementation of required technical assurance on own scope.
  • Ensure full compliance to the Nigerian Content Development objectives for the SPM & Offloading System Package. Support the development of Nigerian skill pool in a planned succession of capabilities to local staff through coaching and assignment of work tasks & training
  • Support the development and approval of project implementation and contracting strategies, aimed at completion of the project on schedule and within the allocated budget.
  • Provide technical input and support to ensure projects are adequately staffed, CTRs are in place, technical reviews conducted, approved work processes are utilized and proper interactions with customers and stakeholders are functioning.
  • Manage technical queries and deviation and support Management of Change as per BSWA project execution plan
  • Coordinate the HSSE performance of contractors during execution to ensure HSSE targets are met or exceeded – make HSSE and Goal Zero a priority.
  • Ensure compliance with all installation-related HSSE&SP requirements as defined in the contract scope.
  • Ensure contractor’s HSE plans are in accordance with the Company’s HSE and technical specifications, policies and procedures.
  • Participate in QRAs, HAZOPs, HAZID’s, ITRs, IDRs and ensure follow-up of recommendations, and document the process.
  • Support the pre- and live commissioning of the facilities, ensure completeness of the hand-over package (spare parts and documentation) upon hand-over to the Asset holder, and provide resources for the closeout of outstanding punch list items.
  • Support development of cost and schedule estimates for the SPM & Oil Offloading System Package.
  • Demonstrate behaviours required for delivering excellent Project HSSE Performance and Provide authentic and visible leadership in the areas of HSSE, diversity, interpersonal and technical skills development, and cost leadership in a Nigerian environment.

Job Requirements   

  • Minimum Bachelor’s degree in Marine, Mechanical or Civil/Structural Engineering with at least 10 years’ experience in upstream EP projects with an emphasis on Design and Execution, preferably in a deepwater environment. At least 7 years’ experience directly related to the delivery of SPMs and Offloading System scope in Deepwater Mega Projects.
  • Assessed at or immediately ready for assessment at GPES Level 1
  • Knowledge related to the global performance of couple floating systems along with station-keeping analysis, design of mooring systems, mooring hardware, analysis of offloading flexibles, hawser design and experience in managing technical aspects
  • Knowledge related to the application of station keeping and mooring guidelines and classification agencies requirement
  • Knowledge about geotechnical aspects related to mooring anchor and interfaces
  • Technical Professional with broad and deep knowledge of Deepwater SPMs and Offloading Systems design, fabrication, installation, pre-commissioning and commissioning and should have played a supervisory role in the delivery of at least one major deepwater project involving subsea infrastructure design and installation.
  • Ability to work with and influence multi-disciplinary and multi-cultural teams
  • The position will appeal to persons who have previously had overall responsibility for the fabrication and construction of large and complex oil and gas facilities for offshore applications and particularly in SPMs and oil offloading systems.
  • Previous experience in in-country design, fabrication & construction of deepwater buoys.
  • Able to work within and interface with mixed teams of professionals located globally.
  • He/she shall meet the requirement of a COREN registered or registerable engineer.
  • Strong working knowledge of a broad range of SPM and offloading facilities and project engineering systems, buoy and moorings industry design codes, standards, class rules, criteria, tools and practices.
  • Demonstrated capability to proactively implement plans, following through with sustained execution, meeting project milestones.
  • Experience in managing major EPC contracts.
  • Familiar with project development challenges in Nigeria or in other regions with similar challenges.
  • Excellent communication skills.
  • Skilful at leading through influence.
  • Values and is open to listening to stakeholder perspectives, including experience managing multiple stakeholders comprising OML 118 co-venturers, Chevron, and host government agencies particularly NNPC/NAPIMS, NCDMB, and DPR.
  • Maintain composure under pressure while providing clear and decisive leadership.
  • Visibly demonstrate personal and company HSE commitment.
  • Ability to deal with multiple, often conflicting, goals and priorities
  • Demonstrated effectiveness in driving change.
  • Strong interpersonal skills – able to influence and develop relationships across disciplines and culture, be comfortable coaching and motivating others, and delivering through others.
  • Familiar with project development challenges in Nigeria or in other regions with similar challenges.
